Cleat Rules

In the past two football seasons, considerable confusion has existed regarding football shoes that were ruled by NCOA-Sacramento football officials as not meeting the requirements for legal player equipment under provisions of Rule 1-5-1f(2). This rule reads in part, "nonremovable cleats are limited to...made with non-abrasive rubber or rubber-type synthetic material which does not have and will not develop a cutting edge." (Key words are bolded for emphasis.)

1. Post game reports from our officials indicate that the shoes in question were found to have a 'hard plastic' material on the tips of the molded cleats. While we are aware that the subject shoes were marketed for 'football' use and that they are being worn by players at other levels and in other areas, the use of 'hard plastic' on the cleats rather than a non-abrasive rubber type material clearly makes these shoes illegal for NFHS play under Rule 1-5-1f(2).

2. We are aware of many instances when the subject cleats did not present a sharp or cutting edge during the pre-game inspection by the game officials. Under this circumstance, coaches and players understandably felt that the shoes should be legal for play until a cutting edge was developed. Again referring to Rule 1-5-1f(2), because the 'hard plastic' material has the potential to develop a cutting edge under normal play, the shoes were properly ruled as not being legal equipment.

3. Finally, under Rule 1-5-4- "Any questions regarding legality of a player's equipment shall be resolved by the umpire." Head Coaches should expect that although both the Referee and Umpire will be present during the pre-game verification of player equipment - the Umpire will have final authority rule on the legality of player equipment - specifically including shoes.

Unless changed by the NFHS or other prevailing authority, the above items can be expected to apply for the upcoming 2008 football year and will be applicable during games, at any level, that are officiated by NCOA-Sacramento football officials.

Subject: Football Shoes

There appears to be an re-emerging problem with illegal football shoes.  Last year the problem became so widespread that most officials stopped checking.  They tell me that they intend to enforce the rule consistently this year.
 
For an equipment violation the player is removed until it is corrected and the team is assessed a fifteen yard penalty (against the head coach).  If another violation is discovered a second penalty will be enforced and the head coach ejected  the rest of that game and the next game.
 
Coaches need to know that officials will not make an inspection.  They ask the head coach if everyone on his team is properly equipped.  It then becomes the responsibility of the coach.
 
Some shoes with cleats molded into the sole do not meet specifications.  Some molded shoe are legal.  All shoes with removable cleats are OK.  The problem is often the illegal shoes are put on sale at great savings.  Shoe clerks are not familiar with the rules and say they are legal.
 
I will try to get brands and model numbers of shoes that are not permitted.
